Started out good. The ending was very weak.

A paranoid, megalomaniac US President achieves a “truce” with Rapp (there’s no plausible explanation about why the President wanted to eliminate Rapp in the first place) and then decides to go after his partner Claudia. What did the President think would happen when he broke the truce?
